
Benjamin Klooss is a senior consultant in Oxford Policy Management’s Economic Growth portfolio with more than fifteen years’ expertise, focusing on energy systems, energy technologies and the low-carbon energy transition. He also leads work on natural resource management, project investment and policy advisory.
Benjamin joined Oxford Policy Management in 2017, where he is Head of Research and Engagement for the Energy and Economic Growth (EEG) programme. He is the focal point for the work of EEG’s Ethiopia country programme. He also currently co-leads the India Green Growth Equity Fund Technical Cooperation Facility, a £6 million FCDO-funded project that aims to unlock private sector investment into India’s energy transition.
Benjamin’s private sector work includes leading comprehensive energy systems and technology evaluations under climate policy scenarios, co-authoring the sustainable energy systems chapter for BP’s published Technology Outlook 2018. In a variety of leadership roles at BP plc, he advised on multibillion-dollar investment decision, commercial optimisation, strategy development, and market forecasts, including for the BP Energy Outlook. He is an authority on energy economics, served as keynote speaker in multiple fora and was a peer reviewer of the IEA’s World Energy Outlook. He was Chair and Director of the British Institute of Energy Economics, and was a member of the Board of Administration of the natural gas association Cedigaz.
