Ram Gopal Kharbuja is the Joint Secretary to the Ministry of Energy, Water Resources, and Irrigation (MoEWRI) of the Government of Nepal.

During his tenure in government service, he specialises in the formulation of plans and policies relevant to the renewable hydropower energy system, hydrology, meteorology, an early warning system for disaster risk reduction, climate change, land-use change, and water resource management.

He is by profession a civil engineer, he has worked as a hydrologist engineer with a specialisation in flood forecast and is an early warning system expert with 25+ years of experience. He has completed his Master of Engineering from the Asian Institute of Technology, Thailand with an area of study in integrated water resources management.
