This conference paper was released at the Ghana Energy Summit. It covers two issues at the centre of energy policy debates in Sub-Saharan Africa: (1) integrated energy planning; and (2) power sector reform. It concludes with a series of questions aimed at guiding discussions at the Ghana Energy Summit.
